ECOWAS Youth Policy and Strategic Action Plan to Empower and Transform West Africa’s Young Generation

In a major step towards empowering the region’s youth and fostering their active participation in development processes, the Economic Community of West African States (ECOWAS) developed a comprehensive Youth Policy and Strategic Action Plan.

This landmark framework seeks to address the diverse needs and aspirations of young people across West Africa, providing a roadmap for their empowerment and transformation.  

The ECOWAS Youth Policy and Strategic Action Plan encompasses a wide range of areas crucial to youth development, including education, employment, health, peace and security, and youth participation.

Recognizing the potential of young people as drivers of change, the policy underscores the importance of investing in their education, skills development, and capacity-building to equip them with the tools needed to shape a prosperous future.   One of the key pillars of the policy is education and skills development.

ECOWAS aims to improve access to quality education and vocational training, ensuring that young people acquire the knowledge and skills necessary for employment and entrepreneurship. By strengthening educational systems, fostering innovation, and promoting science, technology, engineering, and mathematics (STEM) education, the policy seeks to equip young West Africans with the tools needed to thrive in a rapidly evolving job market.   Addressing youth unemployment and promoting entrepreneurship is another vital aspect of the policy.

ECOWAS recognizes the urgent need to create sustainable job opportunities for young people. The strategic action plan includes measures to enhance the enabling environment for youth-led businesses, provide access to finance and mentorship, and foster innovation and entrepreneurship ecosystems.

By supporting youth-driven enterprises, ECOWAS aims to unlock the region’s economic potential and stimulate inclusive growth.   Health and well-being are also prioritized within the policy. Recognizing the unique challenges faced by young people in accessing quality healthcare services, ECOWAS seeks to improve healthcare infrastructure, enhance sexual and reproductive health education, combat HIV/AIDS, and address mental health issues.

The policy recognizes that healthy and empowered youth are essential for sustainable development and a prosperous future.   In the realm of peace and security, the policy emphasizes the critical role that young people play in promoting stability and preventing conflict. ECOWAS aims to enhance youth participation in peacebuilding processes, promote non-violence and conflict resolution skills, and create platforms for dialogue and collaboration.

By engaging young people as peace advocates and agents of change, ECOWAS envisions a region that is peaceful, stable, and secure.   The ECOWAS Youth Policy and Strategic Action Plan also underscores the importance of youth participation and leadership.

It calls for the meaningful inclusion of young people in decision-making processes at all levels, encouraging their active involvement in shaping policies that affect their lives. By providing platforms for youth voices to be heard and strengthening youth-led organizations, ECOWAS aims to ensure that young West Africans are at the forefront of driving change in their communities.
