UNCTAD Report Highlights Africa’s Potential to Become Key Player in Global Supply Chains

The United Nations Conference on Trade and Development (UNCTAD) unveiled its Economic Development in Africa Report 2023 on the 16th of August, 2023 in Nairobi, emphasizing Africa’s significant potential to emerge as a major participant in global supply chains. The report underscores the continent’s vast reserves of critical materials necessary for high-technology sectors and its rapidly expanding consumer markets.

Supply chains, comprising the intricate network of systems and resources for developing, producing, and transporting goods and services, play a pivotal role in the global economy. UNCTAD Secretary-General Rebeca Grynspan stated, “This is Africa’s moment to bolster its position in global supply chains as diversification efforts continue. It’s also an opportunity for the continent to strengthen its emerging industries, foster economic growth, and create jobs for millions of its people.”

Africa’s Strategic Advantage

Africa’s wealth of critical minerals and metals, including aluminum, cobalt, copper, lithium, and manganese – essential components in technology-intensive industries – positions the continent as an attractive destination for manufacturing. Recent disruptions in global trade, geopolitical events, and economic uncertainties have compelled manufacturers to diversify their production locations, making Africa an appealing choice.

Furthermore, Africa offers several advantages, including streamlined access to primary inputs, a youthful, tech-savvy, and adaptable workforce, and a burgeoning middle class known for its growing demand for sophisticated goods and services.

Economic Implications

The report highlights that fostering an environment conducive to technology-intensive industries could elevate wages in Africa, which currently stand at a minimum of $220 per month, compared to an average of $668 in the Americas. Greater integration into global supply chains would diversify African economies, enhancing their resilience against future shocks.

Opportunities in Renewable Energy

Expanding energy supply chains into Africa presents an opportunity to accelerate climate action. The continent boasts vast renewable energy potential, particularly in solar power, which can reduce production costs and decrease reliance on fossil fuel-based energy sources. However, Africa requires increased investment in renewable energy to bridge the significant investment gap, with only about 2% of global investments in renewable energy currently flowing to the continent.

UNCTAD suggests that such investments could promote the manufacturing of solar panels on the continent, citing the Democratic Republic of the Congo as a potential destination for refining metal products for the electric vehicles industry.

Unlocking Opportunities

To harness Africa’s potential in global supply chains, significant investments in infrastructure are essential. Seventeen African countries, including Angola, Botswana, Ghana, and South Africa, have already implemented local content regulations to support local supply chains, technology transfer, job creation, and value addition.

Additionally, African nations should secure more favorable mining contracts and exploration licenses for metals used in high-tech products and supply chains. This would empower local industries to design, procure, manufacture, and supply the necessary components.

Embracing digital technologies is also critical to optimizing supply chain processes. Countries like Kenya have made notable progress in this area, with rising rates of digital skills adoption across Africa. UNCTAD urges governments to implement sound policies and foster enabling regulatory environments to promote widespread technology adoption.

Finance and Debt Relief

UNCTAD calls for better financing solutions to provide African countries and businesses with affordable capital and liquidity to fortify their supply chains. Furthermore, the report emphasizes the need for debt relief, as African countries pay, on average, four times more for borrowing than the United States and eight times more than European economies.

In conclusion, Africa’s potential to become a major player in global supply chains represents a pivotal moment for the continent’s economic growth and development. With the right investments, policy reforms, and international support, Africa can seize this opportunity to diversify its economies, create jobs, and contribute significantly to the global supply chain landscape.
